No problem reading it using DTAC/3G or via a VPN (HMA); the military dictatorship is trying to block/filter everything but there are too many disparate networks. They've proposed that the new Ministry will be to the sole operator of all backbones within the country, and all IIGs, which will facilitate more draconian censorship necessary to return happiness to the country.
The event mentioned in the article is fairly common knowledge among many Thais; they've been through it before.
And this is what precipitated the recent/on-going Police scandal.
I believe the proposed alcohol restrictions would apply to public consumption only, and only during New Years and Songkhran - that is to say, having/consuming open alcohol on the streets. The sale would not be limited, other than it already is during daytime hours, and bars, restaurants, etc. would not be impacted. Obviously this would put a damper on Songkhran celebrations.

The alcohol industry is controlled by elite Thais - Boonrawd and ThaiBev, which probably get 20% of their annual revenue from Songkhran sales - so doubt this one will get much traction. Plus keeping the commoners liquored up insures they won’t get up to political mischief.
